I am a proud resident of Nogales, Arizona. My parents, Bernie and Dolores McCulloch took a chance and relocated their family to Nogales over 50 years ago. My brothers and sister Barney, John, Amy, and I began our school careers at Lincoln Elementary and soon welcomed our youngest brother Gabe. As our family evolved, my parents worked hard to support a well-rounded life of family, work, and school. Some of my fondest memories include treasured friends, lots of sports, and fun school experiences. Nogales High School is where I met my husband of 32 years Bill Donnelly. Together we built a family of five and are grateful to call Santa Cruz County home. Our three daughters, Maddie, Jamie, and Callie are the light of our lives and would attest to the cherished moments spent growing up in girl scouts, little league, and our local schools. My husband and I value giving back to the community that gave our families so much. This is where my career in education stemmed from. We have spectacular schools and teachers, I knew I wanted to be a part of educating young people.
I have been an advocate for equitable and high-quality education since day one
in my first classroom in 1993. I served in a variety of roles from classroom teacher to club sponsor to department head that reflect my deep commitment to student success and community engagement. Building strong instructional foundations and connecting with students and families deepened my desire to grow in the profession. In 2016, a position in the School Superintendent’s Office as a grant program director caught my interest and I decided to make a shift out of the
classroom.

The opportunity opened many doors and provided me the chance to work for Superintendent Alfredo Velásquez for nearly 10 years prior to his retirement. My leadership journey afforded me experience as Grant Programs Director where I secured and managed funding to expand academic and enrichment programs for students. My time in the classroom meant I knew how one school and one district functioned. My time in the Superintendent’s Office allowed me to learn how all schools in the county work and what the office can do to provide better service. I was promoted to Chief Deputy in 2024 and appointed to Superintendent in 2025.
As County School Superintendent, I understand the needs of a rural border community, and I lead a dedicated staff with integrity, vision, and a passion for ensuring that every student-regardless of background- has access to the tools, support, and resources they need to succeed.
